Established in 2017Founded in 2017 by U.S. Army Veterans who served together at the John F. Kennedy Special Warfare Center and School, 3OE was created with a shared interest to fill a critical gap: highly skilled governance advisors with real-world civilian expertise.
Since then we’ve built a diverse network of professionals—from city planners and economists to public health administrators and rule-of-law specialists all dedicated to advancing stability and reducing risk. We believe poor governance fuels instability and conflict. By anticipating second- and third-order effects, 3OE strengthens institutions, reduces risk, and builds lasting peace. |
