Security Cooperation

Allies support each other for mutual security and prosperity. They provide subject matter expertise, equipment and training, humanitarian aid, and advice. You can't surge the relationships that make security cooperation successful.

In a report titled, "What Works Best When Building Partner Capacity and Under What Circumstances?,"   (Paul MG-1253/1-OSD, 2013. As of February 19, 2018), RAND researchers concluded the effectiveness of efforts depends heavily on inputs and context. They found that spending more money, building relationships, and "consistent funding and delivery" all lead to greater effectiveness of partner capacity efforts. Other important factors are regional context and the alignment of interests between the country funding activities and the partners receiving them.

Incorporating best practices and lessons learned, Third Order Effects follows these precepts:
