Governance Innovation for Security and Development
Our network of governance advising experts includes civilians, retired senior officers and non-commissioned officers of the uniformed services. Their skills and experience align with the governance functional specialties identified by the Naval Postgraduate School (NPS) report titled, "Governance Innovation for Security and Development: Recommendations for US Army Civil Affairs 38G Civil Sector Officers." The NPS researchers sought to identify civil sector expertise required "in three types of missions: theater security cooperation (TSC), support to civil authority (SCA), and transitional military authority missions (TMA)." |
Case Study: NATO Civil-Military Cooperation Centre of Excellence
NATO cares deeply about civil-military operations. The Civil-Military Cooperation Centre of Excellence (CCOE) resides in The Hague. For NATO, civil-military cooperation (CIMIC) has three core functions: 1. Civil-military liaison, 2. Support to the force, and 3. Support to civil actors and their environment. These functions are carried out "in order to reach sustainable stability in conflict regions." The NATO CCOE also maintains a network of Subject Matter Experts (SMEs). The SMEs with Third Order Effects can augment such efforts of NATO. |
