Colonel Doug Hurst retired with over 35 years of military service, beginning as an Artillery officer and with the last 13 years spent on active duty as a Civil Affairs Operator. As an Artillery officer, he worked at almost every Battalion and Brigade level position to include two rotations as an MLRS battery commander. As a Civil Affairs Operator, he served in multiple Army Special Operations Forces (ARSOF) roles within the U.S. Central Command Area of Responsibility (AOR). During his career, he deployed seven times in addition to over 30 trips to the AOR, working with U.S. partner nations to increase their capability and capacity.
Doug is an accomplished Senior Executive and Thought Leader who can provide organizations guidance on bridging cultural gaps to traverse competing and multiple agendas. His broad areas of expertise include strategic initiatives, client relations, mitigation, negotiations, and conflict resolution.
Throughout his military and executive career, Doug has held leadership positions in roles of increasing responsibility. In his current role within the private sector, he oversees Third Order Effects, LLC. His responsibilities include company strategy and development initiatives; B2B relational efforts; leading tighter bonds between customer requirements and innovative solutions; developing strategic partnerships, contract negotiations, and global relations.
Doug attended Covenant College, where he earned a Bachelor's Degree in Business Management. He has acquired continuing education through the Joint Special Operations University, Kuwait Ministry of Health, U.S. Army Command and General Staff College, John F. Kennedy Special Warfare Center and School, Georgetown University, and University of PA-The Wharton School of Business.

John E. McElligott

Mr. McElligott is a public health advocacy specialist with experience interacting with Capitol Hill and legislative liaison teams at the Pentagon. He has worked in association management, global health, project management, and fund raising. As a Peace Corps volunteer, Mr. McElligott lived and worked in Cote d'Ivoire and Madagascar and speaks French. He is an officer in the U.S. Army Reserve. At the U.S. Army John F. Kennedy Special Warfare Center and School, Mr. McElligott bridged the gap between military support to governance efforts and civil sector experts in public health, including the integration of military government specialists in support of Unified Action Partners across the range of military operations.
Mr. McElligott earned a Bachelor of Science degree from Xavier University and a Master of Public Health in policy and management from the University of Arizona Mel and Enid Zuckerman College of Public Health.

Jeffrey A. Butler

Mr. Butler is a business development and program management specialist with a decade of government contracting and commercial business experience. He has worked as a Project and Program Manager, Business Development Director, and Vice President for several defense contracting firms. He is a retired U.S. Army Military Police Command Sergeant Major with security management assignments that included MP Patrol, Desk Sergeant, Patrol Supervisor, Special Reaction Team (SWAT), Investigations, Physical Security, recruiting, detainee operations, and institutional training. He held leadership positions from team leader through Command Sergeant Major. He served as the 9th Regimental Command Sergeant Major for the U.S. Army Military Police School at Fort Leonard Wood, Missouri. Significant deployments include the MFO mission in Sinai, Egypt, Operation Joint Endeavor in Bosnia, Pentagon Security Task Force following the attacks of September 11th, 2001, and Operation Iraqi Freedom (04-05 and 08-10). His final assignment was that of the Joint Task Force 134, Detainee Operations, Command Senior Enlisted Leader in Baghdad, Iraq. In 2013, CSM Butler was inducted in to the Military Police Corps Regimental Hall of Fame.
Mr. Butler earned a Master of Business Administration (MBA), from Washington University in St. Louis, a Master of Education in Organizational Leadership with Northcentral University in Prescott, Arizona, a Bachelors of Science Degree in Liberal Arts from Regents College of New York, and an Associates of Science Degree in Law Enforcement from Central Texas College. Mr. Butler has also earned certification as a Project Management Professional (PMP®).
